Power Up South LA
Power Up South LA is an initiative led by Redeemer Community Partnership in collaboration with the UCLA Luskin Center for Innovation to advance public health through home and community electrification in South Los Angeles.
Electrifying our homes means converting any gas system and appliance to electric so that our homes run on electricity rather than methane gas (also known as natural gas). Since gas pollutes our air and harms our health, Power Up South LA equips community members with the tools and information needed to go electric.

Home Electrification Incentives and Resources (last updated Sep. 4, 2025)

LADWP Solar Rooftops: Free solar panel installation and fixed roof lease payments from LADWP (typically $250 - $600/year) but the solar system will not influence the participants’ electric bills.

LADWP Home Energy Improvement Program: Free home energy assessment and energy efficient upgrades for residential customers and their families.

LADWP Consumer Rebate Program: $300/ton for central heat pump heating ventilation and air conditioning, and $1500 for ENERGY STAR® heat pump water heater.

LADWP Bill Assistance Programs: Bill discounts via EZ-Save and the Senior Citizen/Disability Lifeline Rate.

LADWP Residential EV Charger Rebate Program: Up to $1000 rebate for the purchase and installation of a qualified Level 2 charger and a $250 rebate for the installation of a dedicated EV meter.

LADWP Self-Generation Incentive Program: Rebates for installation of solar photovoltaic systems paired with energy storage for residential customers only

LADWP Used Electric Vehicle Rebate Program: Up to $1500 rebate for qualifying used EVs purchases within 12 months of application submission. Additional $2500 rebate for Lifeline or EZ-SAVE customers.

SCAQMD Zero-emission Space and Water Heating Incentive Program: Up to $3000 rebates for replacing gas or propane HVAC or water heaters with a qualified heat pump.

Low Income Home Energy Assistance Program (LIHEAP): Up to $1,500 to help pay heating or cooling bills and in-home weatherization services.

Home Electrification and Appliance Rebates (HEEHRA): Up to $8000 for two-speed or variable speed ENERGY STAR® certified heat pumps for space heating and cooling. Currently fully reserved for single family homes.

Equitable Building Decarbonization Direct Install Program: No-cost energy efficiency and electrification retrofits for priority low-income households in California.

Energy Efficient Home Improvement Credit (25C): 30% federal tax credit for heat pumps and heat pump water heaters (up to $2000) and energy efficiency improvements, e.g. electrical panel upgrade (up to $1200). Set to expire on December 31, 2025.

Residential Clean Energy Credit (25D): 30% federal tax credit for geothermal heat pumps, solar electric panels, solar water heater, and battery storage. Set to expire on December 31, 2025.

QuitCarbon Electrification Rebates: $100 rebate for first electrification measure (appliance or electrical upgrades) and $200 for the second (limited to two measures).

National Energy Improvement Fund EnergyPlus Home Improvement Payment Plan: $2,500 - $35,000 financing at 100% APR for electrification measures with no lien, buydown charge, and pre-payment penalties.

GoGreen Financing: Up to 100% financing of energy upgrades.
